14A49 COMMUNITY BASED ON POLICING MEETING JUNE 9, 2005


Officer Pete Llanes conducted the meeting.


He introduced himself to meeting attendees and gave a brief rundown of his affiliation with the Pacific Division. From 1993 – 1995 he was our Senior Lead Officer and has worked the basic car in our area for the past fifteen years. In eight years he is eligible to retire.


Officer Llanes, as previously reported in past meeting minutes, mentioned that Jessie Rincon was shot and killed in the Mar Vista Gardens. The police feel it was his own gang or click who did it. Three weeks ago another person from the same gang was killed in the Mar Vista Gardens. There is speculation that the two killings are related. The Culver City Boyz are heavily recruiting gang members as many of their members are in jail. The Venice 13 gang is also recruiting members and uses blue paint for their tagging. Currently both gangs are very active.

Rumor: The Mar Vista Garden Housing Project was sold to UCLA.
Charlotte De Meo (sp) reported the Community Gardens was it by theaves in the darkness of night. Stolen were lava rocks, plants in the garden, plants in pots and bags of mulch.

Harvey who resides in the neighborhood across from the mar Vista Gardens, was reported to be running an auto repair business in an alley adjacent to his home.

One attendee requested that the community continue the tradition established by Susan Wagner of feeding the police officers on duty New Years Eve.

Last year members of the community donated their time on two consecutive Saturdays to clean up the Pacific Division grounds. A meeting attendee suggested we have a clean up every 3 – 6 months . Another suggested April and October. This will be discussed at the July meeting.

Bob Decosentine brought up the topic of Operation Alley ID. This project was born under Pete Casey’s tenure, however, it was never implemented. It entails painting house numbers discussed when Officer Casey conducted our meetings but it never got off of the ground.

announced that Officer Pete Yannes is our new Senior Lead Officer replacing Sgt. Beacham. He will be on board the first week in June. When he takes his new post the phone that was assigned to Sgt. Beacham will be activated and given to Officer Yannes.

There was a question about police working under cover. Officer Yannes stated that when police go under cover they do not notify the public. If police gave feedback to the public it could endanger the police or blow the case. It can take as long as a year or more for the police to build a case. Most of the time it is not a simple task.

On Wednesday, approximately 9:00 p.m., shots were fired at Inglewood and Allin. Luckily, no one was hit and the bullet casings were recovered from the scene. One of the neighbors got a good description of the get away car. The gang unit is working on this.


In the Marcasel neighborhood 13 and 14 year olds are breaking into homes. They knock on the door and ask to go into the back yard to retrieve a ball. Then, a few days later the homes are broken into.


Want to make some extra money? If you see someone doing graffiti or graffiti that needs to be painted out, advise the police. If the police apprehend the perpetrators, you will receive a reward.

An Hispanic man and his girl friend are living in a car at Mesmer and Juniette. The female is propositioning men.
Meeting attendees expressed their feelings upon hearing of the passing of Susan Wagner. Many praised her dedication and participation in the Community Based Police Meetings.
